The Ministry of Science and ICT (MSIT, Minister: Lim Hyesook) announced that in the “Artificial Intelligence and Democratic Values 2021 Index (hereafter ”AIDV Index“)” published by the Center for AI and Digital Policy* this week, Korea was rated as tier 1 country, out of 50 countries covered in the report.

The AIDV Index is established to assess whether AI policies and practices align with democratic values. From last year, the Index has been published by the Center for AI and Digital Policy, which is a non-profit organization established in June 2020, hoping to make a better world through AI and digital policies.
As of 2020, the Center for AI and Digital Policy rated and ranked 30 countries and expanded the global coverage to 50 countries in 2021.
The AIDV Index consists of a total of 12 indicators, including the assessment on whether countries comply with the OECD AI Principles, and whether they endorse the UNESCO Recommendations on AI Ethics. For each indicator, AI policy experts make assessments based on policies and documents announced by each country. The 2021 report is the result of the work of more than 100 AI policy experts in almost 40 countries.
Korea scored perfect points in 10 out of a total of 12 indicators, and was rated as tier 1 country by obtaining partial scores in the remaining 2 indicators.
In the AIDV Index first announced last year, Korea was rated as tier 2 country, with 8.5 points. However, in this year’s assessment, Korea was rated as tier 1 country, with the total score of 11 points, which is a 2.5 point increase from last year.
Starting with “the National AI Strategy” announced in December 2019, the MSIT has been proactively establishing and implementing policy measures for enabling human-centered AI, through initiatives such as “the National Guidelines for AI Ethics” published in December 2020 and “the Strategy to Realize Trustworthy AI” adopted in May 2021.
Minister Lim Hyesook of Science and ICT pointed out that “it is necessary to prepare for the future AI age, while promoting the use and spread of AI across industries and society, by creating an AI innovation ecosystem.”
Minister Lim further commented that “MSIT will strive to promote democratic and human-centered values of AI, by fostering ethical development and utilization of AI in the future.”
