- Proposed G20-level
discussions on a new digital order based on foundational values
- Discussed digital
cooperation measures regarding a new digital order, international joint
research, and cybersecurity through bilateral talks with India, US, UK, EU,
UAE, and UN.
The Ministry of Science and ICT (hereinafter referred to as 'MSIT')
announced that the Ministry attended the G20 Digital Economy Ministers Meeting
held on August 19th (Sat.) in Bengaluru, India. Hong Jin Bae, the
Deputy Minister of the Office of Network Policy at MSIT, led the delegation as
the chief representative.
In this meeting, high-ranking officials from the Group of Twenty (G20)
member countries, invitees*, international organizations such as the United
Nations Educational, Scientific, and Cultural Organizations (UNESCO) and the
Organization for Economic Cooperation and Development (OECD) were in
attendance. The respective themes discussed were: public digital infrastructure
for digital inclusion and innovation; establishment of a safe, secure,
trustworthy, and resilient digital economy; and digital capabilities education
to nurture well-prepared global human resources for the future. The meeting
provided a platform for the exchange of policy experiences and cooperation
directions among participating nations and international entities.

Deputy Minister Hong Jin Bae delivered a speech as the chief
representative, introducing Korea's aspiration and efforts to set a best
practice in digital economy. He highlighted the "Digital Platform
Government" initiative, which aims to provide innovative services by
connecting the public and private sectors, as well as the "K-Network 2030
Strategy" for next-generation network innovation, which calls for
technological development in the fields such as 6G, quantum communication, and
satellite communication.
Additionally, in his speech, there was a strong resonance with the
direction of discussions at the meeting, which aimed at building an
"inclusive, sustainable, and human-centric digital economy." He
further emphasized the necessity of establishing a "new digital order
based on foundational values such as freedom and human rights" at the
level of G20 countries, and also the establishment of an international
organization dedicated to set a new digital order.
The outcomes of this ministerial meeting were consolidated into Chair Summary
and presented under the leadership of the chair country, the Republic of India.
Participating nations acknowledged the consensus on the necessity for
collective endeavors to establish a digital economy that respects human rights
and an inclusive digital transformation that benefits all.
Following the ministerial meeting, MSIT utilized the opportunity to engage
in bilateral talks with India, the United States, the United Kingdom, the
European Union (EU), UAE, and the United Nations (UN). During these discussions,
Korea reiterated the importance of establishing global digital norms to ensure
everyone can enjoy benefits of digital economy with a sense of responsibility
as a member of the global community, while sharing its own initiative, through
which a new dimension of digital order is declared. Moreover, the Korean
delegation proposed more reinforced cooperation between each party,
encompassing activities such as international joint research to foster digital
innovation and collaboration in the field of cybersecurity.
Deputy Minister Hong Jin Bae of the Office of Network Policy at MSIT
expressed the Ministry's commitment by stating, "As an exemplary digital
nation, the Republic of Korea will actively share its policy experiences with
the international community and take a pioneering role in establishing an
inclusive and innovative digital ecosystem."
