23. Realizing a “Universal Basic AI Society” to enhance public safety and universal quality of life.
The Ministry of Science and ICT (MSIT, Deputy Prime Minister and Minister: Bae Kyung-hoon) announced that it has signed a memorandum of understanding (MOU) with Anthropic, a global AI research and development company, to cooperate on AI safety and cybersecurity.
Under this MOU, MSIT plans to further strengthen cooperation with Anthropic to secure advanced AI safety, which includes in-depth analysis of AI’s impact on cyber attacks and defense, evaluations of AI model safety and misuse risk in the context of the Korean language, and red team evaluations of autonomous AI agents.
This MOU was pursued as a follow-up measure after Deputy Prime Minister and Minister Bae discussed cooperative measures with Dario Amodei, CEO of Anthropic, at the India AI Impact Summit 2026 in February 2026.
In tandem with the agreement, Anthropic officially opened its Korea office on June 17 — its fourth in Asia, following Japan, India, and Australia — as a key foothold and strategic hub in the region. This once again demonstrates that Korea’s competitive AI technology capabilities and solid industrial ecosystem make it an attractive strategic location on the global stage.
With this, the government has completed its cooperative network with global AI big tech firms, following partnerships with Nvidia, the backbone of AI infrastructure, OpenAI, known for its frontier models, and Google DeepMind, with world’s leading research capabilities, now joined by Anthropic, which emphasizes safety- and trust-centered AI, establishing Korea as a key partner nation in the global AI landscape.
After signing MOU, Lee Do-kyu, Deputy Minister for ICT Policy at MSIT, met with Chris Ciauri, Anthropic’s Managing Director of International, to discuss ways to cooperate on AI safety and cybersecurity.
On AI safety, the two sides agreed that Korea’s AI Safety Institute (AISI) and Anthropic will actively work together to secure AI safety through AI model and autonomous AI agent safety evaluations. On cybersecurity, they agreed to cooperate on identifying AI vulnerabilities, including in the financial sector, and rapidly sharing professional knowledge and relevant information about cyber threats.
“In the global AI market, the next two to three years are a battleground and a golden time that will determine AI dominance,” Deputy Minister Lee said. “This cooperation with Anthropic, a global AI frontier company, will serve as a strong driving force that broadens Korea’s AI innovation and adds dynamism, built on the solid foundation of safety and security.”
“Korea is one of Anthropic’s most important markets in the Asia Pacific region,” Managing Director Ciauri said. “This MOU is highly meaningful as it lays a long-term cooperative foundation in Korea. Partnering with government agencies that share our value of safe and responsible AI development is key to how we operate,” he added. “We look forward to further advancing this partnership together with Korea’s AI ecosystem.”
