<\< Korean Government prepares itself against cyber terror threats by consolidating its information protection response system of the ICT infrastructure >
- Holding ICT infrastructure protection commission and discussing overall measures
□ To strengthen information protection response capacity and consolidate cooperation among related institutions, the Korean government held on April 5 the fourth private sector ICT infrastructure protection commission (Chairman: Vice Minister II of the Ministry of Science, ICT and Future Planning) at the Ministry of Science, ICT and Future Planning.
□ Yoon Jong-lok, Vice Minister II of the MSIP and the host of the commission, pointed out that “Cyber terror against a nation’s key infrastructure can result in immense amount of inconvenience and social chaos,” and stressed “the best way is to be thoroughly prepared and prevent it in advance.”
□ Assistant Ministers and Director-Generals of the central administrative ministries in charge of the private sector infrastructure participated in the commission and discussed the following major points.
※ Members of the Commission: high-level government officials from seven major administrative ministries, including the Ministry of Strategy and Finance, Ministry of Science, ICT and Future Planning, Ministry of Security and Public Administration, Ministry of Trade, Industry and Energy, Ministry of Land, Infrastructure, and Transport, Ministry of Health and Welfare, and the Korea Communications Commission.
○ Emergent security checks on key ICT infrastructure in the private sector (59 management institutions and 76 management facilities) and reviews on the implementation of 2012 protective measures will be expedited.
○ Related laws and systems to strengthen information protection on key facilities will be streamlined by improving procedures and evaluation standards for designating key ICT infrastructure, and establishing specific guidelines for reporting, responding, and restoring procedures in case of invasion.
○ The team that will examine and designate key infrastructures will be formed in cooperation with related ministries and a complete survey will be conducted on the nation’s key infrastructure to increase the designation of key infrastructure after thoroughly reviewing its appropriateness and necessity.
○ The current state of Internet Data Centers (IDC)’s information protection will be examined given the sheer scale and scope of the damage they incur when invasion accidents occur and far-reaching effects as they rapidly spread to other infrastructure and ICT networks.
□ Vice Minister Yoon expressed his hope, saying “I expect related ministries to put forth their special commitment and efforts to smoothly implement plans discussed within the commission.”
