- A public-private working group will be formed to prepare the “(Tentative Title) Master Plan for Establishing an AI Safety Ecosystem.”
- By the end of this year, the Master Plan will be drawn up based on views from industry and experts.
The Ministry of Science and ICT (MSIT, Deputy Prime Minister and Minister: Bae Kyung-hoon) announced that it has formed a public-private working group to prepare the “(Tentative Title) Master Plan for Establishing a National AI Safety Ecosystem” (the Master Plan), which will begin full-scale operation from October.
Recognizing that now is the time for policy and institutional efforts to strengthen the foundation for AI safety and trust while accelerating AI innovation in order for Korea to become one of the world’s top three AI powers, MSIT is drawing up a government-level AI safety master plan. However, as the AI technology and industry landscape is rapidly changing, it is becoming increasingly important to actively gather and reflect the views of industry and experts in the field. Against this backdrop, the newly formed working group plans to review the three strategies* and key tasks of the Master Plan and identify new and supplementary tasks that reflect global AI safety policies and industry and technology trends.
* Three strategies (draft)
Strategy 1. Establishing a national AI safety management system
Strategy 2. Strengthening capabilities to respond to advanced AI risks
Strategy 3. Creating a safe AI environment for everyday life
The working group consists of about 25 members from MSIT, the Presidential Council on National Artificial Intelligence Strategy (NAIS), agencies related to AI safety*, AI companies and associations from home and abroad, and experts in AI technology, laws and regulations. From industry, Korea’s major AI companies, global AI companies, SMEs, startups, and related associations** participate to share their experiences and views from the field of AI development and utilization. Meanwhile, related agencies and experts will provide input from diverse perspectives, including technology, policy, and laws and regulations.
* AI Safety Institute, National Information Society Agency (NIA), Korea Information Society Development Institute (KISDI), and Telecommunications Technology Association (TTA)
** Korea AI‧Software Industry Association (KOSA) and Korea Startup Forum
MSIT plans to carefully review the opinions of stakeholders and experts gathered through the working group and finalize the Master Plan by the end of this year, following consultations with relevant ministries.
“So far, we have laid the foundation for balancing AI innovation and safety through the implementation of the AI Basic Act. However, now is the time to strengthen national capabilities to respond to advanced AI risks,” MSIT AI Policy Planning Officer Lee Jin-soo said. “We will reflect views from the field and global AI safety policy and technology trends to develop effective measures to create a national AI safety ecosystem,” he added.
